Well, Microsoft did the "Classic Windows" look really well - while it's not fancy, it's definitely getting out of your way, and you can use it for 20 years and don't think about it. It's not pretty, it's not ugly. When XP was developed, MS created the "Watercolor" theme, which was very nice. It was a nicer Classic Windows, prettier, but still useful and quiet. Some time after that they've replaced Watercolor and Luna, and everything went downhill, but let's try not to think about it. Before the release of Windows XP with Luna, Microsoft was developing Office XP, with a theme that was intended to look nice with Watercolor. This theme was usable and looked nice, even if it's practically forgotten by now. KDE3 had a theme that tried to look like it, and it was called "net" AFAIR. Unfortunately, it's not available for KDE4.
This theme tries to recreate the look of Microsoft Office XP with a little touch of Watercolor, simply because I like it a lot.
It's far from being complete, and it's my first attempt at customizing QtCurve theme. So, if you have any ideas of improving it, don't hesitate telling me about it. Things it's lacking so far:
Colors could be improved.
Toolbar buttons - should be flat and blue
Popup menu - could look better

The name thing is however a bit tricky (since there was no final release), but ".net" matches since M$ called everything after their new framework then and i think there was also an XP style called this and looking like this (probably one of the first rescues from Luna - then we cloned OSX =)
KDE had (has) two decorations for kwin "Quartz" and "Web", i think the "net" ui style was actually part of Qt3, but i frankly cannot recall..

And on KDE a theme similar to Office XP was called .net. I know, because that was one of my favorites :D Look at the screenshot I've made a minute ago: http://imgur.com/z41EB . Looks familiar? While it's not a pixel-perfect copy, it definitely looks similar, and name says the rest. If you don't believe, download (for example) Kubuntu 6.06 and install kdeappearance-styles - it'll be there.

Granted - kde-look's post threading isn't the greatest on earth, but c'mon _one_ level... =P
I do not doubt that M$ had this style nor that KDE (or Qt - i don't know) cloned it - thus linked guidebook for d1337r to check.
I'm just not sure whether M$ called it ever the .NET style (or this was just a KDE reference to the whistler look & the framework)
