You can install the splash manager from Synaptic from Edgy as well.

here are the ways how to install it.

1. in breezy there's a package called gnome-splash-manager.
you can install it via synaptic.
and then once installed you can choose this application in the menu
system->configuration->splash screen

2. if you prefer, you can copy the file to your home and then change the file name from the default to the new one in the gconf.
apps->gnome-session->splash_image
