How do you do that menu in gnome or what app r u using?

I liked it i would like to have it in my gnome :)

Which version of rezlooks engine do I need?

I have Rezlooks 0.6.
My menu is Ubuntu System Panel (USP) from repo (APT line):

deb http://www.beerorkid.com/compiz dapper main

It is repo for Dapper, because in repo for Edgy you will not see USP. Install USP and delete repo immediately.

So how can I get it if I use, say, Fedora Core 6?

The only thing you must to do is get the deb, or tar.gz with deb and unpack it.
Contents of deb (folders like usr, lib et cetera) copy to /, logout from GNOME, log in and add to panel.
I made it on my favorite Fedora Core 5 many times.
