That's neither, actually. If you look closely, you'll find that the creator of this theme is using Xfce and not GNOME. Xfce comes with an entirely different titlebar, known as Xfwm, and I recognize the titlebar he's using as an Xfwm titlebar, although it's my understanding that Emerald can be used with Xfce, too.
