~/.themes
and unpack the compress file in this directory.
Now run the command:
gnome-theme-manager
and select your theme.

Especially when there's nothing to scroll the scrollbar is biggest - then it distracts most.

I fixed it by adding two lines to the "round_bevel_unfocused" section, about line 357.
I added:
<line color="#000000" x1="2" y1="2" x2="2" y2="2"/>
<line color="#000000" x1="width-3" y1="2" x2="width-3" y2="2"/>
just before the </draw_ops> line. Fixed it right up.
