Basically, this idea revolves around fading out areas of the screen that are not used by an active window to gather more focus on the app in the foreground. This concept is becomming more and more used in the web2.0 world, and actually really helps getting less distracted.

Is something like this possible in KDE3, or could it be implemented for KDE4?

AIGLX + compiz-quinn (or better, beryl, when is out) +
"windows focus leave a trail" plugin
(just be sure to exclude dock windows).

Actually, yes. But don't most users work with but one window most of the time?

kde can do it with some setting in th composite manager and a black wallpaper, but yes it is a good idea. KDE3 can do it

something like 98% transparency windows, black shadow for inactives and white shadow for active may do the trick maybe ?

I didn't try this, but the disadvantage to this approach were that it would apply to every window - ideally, there'd be a button in the title bar to selectively activate or deactivate this feature.

XGL can do that. You only need XGL/Compiz plugins for it.

As this should be a relatively small task in 2D, and this feature is useful even to people running on low-end graphics hardware (who needs 3D accleration for vi or latex?), I think XGL/Compiz are a little overkill. ;)
