How install

- copy the tar.gz file to /usr/share/apps/ksplash/Themes directory
- execute
# tar xvzf TePasmas.tar.gz
(or like the tar.gz file was named )
This made a directory named TePasmas.
After, select TePasmas in KDE Control Panel.
