Opensuse 10.3 (modern look)
Source (link to git-repo or to original if based on someone elses unmodified work): Add the source-code for this project on opencode.net
This is my interpretation of Opensuse 10.3 with the KDE desktop.
This would have been the look, when i had to release the new version of opensuse, instead of using that green look, and old fashion icons.
Nowadays, with Vista and Leopard as "competitors", linux, and the kde desktop, should keep up with a nice modern and decent look.
this is what i used:
wallpaper:

kicker bar (used from this theme)

icon theme:
Crystal clear project, by Everaldo:

Color scheme:

(i made this a bit darker, to fit the kickerbar)
i modified the standard suse kmenu icon into a blue one, which i will upload soon.I also am using Compiz Fusion with Emerald, and i used the window decoration "vista-ish" for emerald.
happy theming!

Personally, I find the green refreshing and in line with the SuSE image.
Your vision would fit quite well on Fedora.

i also like the chameleon-head logo better than the green logo that they have now.
I had opensuse 10, 10.1 and 10.2 before and they were all blue. The blue is also better to the eyes imho, and not so bright.
i now even changed the window decoration in emerald to Kore-Minimal, which fits better with the kicker bar. :)
