Oh yes!, can you guess/believe what that is? GIMP2Ps transforms GIMP app into a more Ps like looking app including keyboard shortcuts that many are accustomed to and rely on recognising instantly to get things done =)
Maybe you have been say dreamy about that other commercial gfx app or have used it a lot in the past but have issues getting used to shortcuts in GIMP being different? Guys, gals, I'm very proud to introduce GIMP2Ps package that I created.
I couldn't find mod that worked fine or didn't have some probs, I'm sharing one that will hopefully knock your socks off.
Made thinking about GIMP 2.10+ compatibility.
We recommend using GIMP2Ps-multi-tool for GIMP 2.10.18+
Don't forget to read ReadMe.txt, it describes how to use this.
Don't be shy, give it a try, hesitation isn't good for you, trust me, I'm your best advisor ;-). I believe in you capability to download and set it up, after all what have you got to lose, if you don't like it you can always bin it and once you change your mind, bring it back.

Modern GIMP 2.10.18+ has multi tool toolbox functionality onboard, I added package named GIMP2Ps-multi-tool-1 which is an updated version of GIMP2Ps that takes that into account

GIMP's version was checked with aid of a utility coupled with GIMP, I have some obstacles at the moment checking if this utility should be normally a part of GIMP on Mint/Ubuntu and other Linuxes thus I changed it to base more on GIMP itself to get its version.

We should be ready now with this to go along with future GIMP versions, certainly it's still good for 2.10.x if you are unsure. Some user interaction may occur too so transformation is done more smoothly.

Follow these steps:
1. Install a package manager that can extract "*.tar.xz" files (I did it with 7zip)
2. Once extracted, you'll have a GIMP2Ps folder. In that folder go into the subfolder "pslook-config"
3. Open another Windows Explorer window to the folder %appdata%\gimp
4. That folder has a subfolder "2.10". make a copy of that folder if you want to backup your original GIMP settings
5. Now go into the folder "2.10"
6. Copy all files and folders from the "pslook-config" folder to the "2.10" folder
7. Start GIMP, and you'll have the GIMP2Ps layout

Numix as window borders metacity theme
Miny-X-Aqua as controls theme,
all fine with this, I'm taking into account all the time that you use Cinnamon, no issues like you said, maybe see how some other themes cope if u don't like Numix. I updated GIMP2Ps to start GIMP maximized, that should be helpful as well.
Install fresh Mint, there's probably latest around to download as a resort to have clear situation :).

Next, I have some info concerning the resize issue. I experienced it too on Ubuntu. The window resize button seems to disappear when the toolbox is too tall and its bottom falls outside of the screen. This can happen on screens where a 1-icon-wide toolbox doesn't fit the vertical size of the screen (due to its resolution). This seems to be default GIMP behaviour and is not related to your theme (I tested this with default GIMP settings too).
The fix is to resize the toolbox to 2 columns. Then it fits the screen and the window shows its resize button.
