That doesn't work, there's no Theme.rc file, unless there's some other special way to install it.....you created this theme, you should know how it installs or have an instructions file to help others...thanks

Download the theme by hand to your computer and then install it.

Go to stemsettings->Loginmanager. Click on the tab design and install the new design.
I hope that's help you.

a complete theme in this look would be nice... ksplash, kwin and icons... + the wallpaper
