Doesn't Ark alone do this? In SUSE Linux 9.3 and 10.3 OSS and in Kubuntu I've had this and I always thought Ark had placed it there. BTW it isn't in the "Actions" submenu, all for the better.

How exactly do I install this, having trouble determining where to place the file.

Any help would be appreciated.

Simply copy the .desktop file to
the directory named
.kde/apps/share/apps/konqueror/servicemenus
within your home directory.
