These files make up a "Layer" for the SVG windeco by bitwit http://www.kde-look.org/content/show.php?content=49665
You need to install Cellophane SVG Windeco from this link, then tell it to use these files in the deco config dialog.

you could make the archive contain only original material and provide links to public stuff
but I haven't examined the archive closely so this may not be an option

if you stop phishing and put your softwares where they should be
(kde-look or a normal webserver)
you might get a better rating,

but I wouldnt count on it
