You need elevated privileges to copy files to your boot folder.
Download the theme and extract in your Downloads folder, open a terminal and run:

cd ~/Downloads
sudo mkdir /boot/grub/themes (skip if you already have a 'themes' folder)
sudo mv Cyber-Security /boot/grub/themes/

That will do the trick. Run 'ls /boot/grub/themes' to verify. - Sep 28 2019

Thanks!
You don't have to, but I do recommend it for best results.

Easy fix- go into the theme's icons folder and change the Linux-Mint icon name to 'ubuntu', and change the Ubuntu icon to anything other than 'ubuntu'.. (Your gonna need to open the folder as root to be able to rename them) - Oct 28 2018
