Try to extract the package into ~/.icons
E.g. by
tar xf oxy-neon-0.2.tar.gz -C ~/.icons/ - May 12 2013

I wrote a makefile which allows me to generate whole theme by just typing "make" in console.
Inside that makefile I used xcursorgen to convert PNG's into cursor files.
